Road Cut Permit
Road Cut Permit Process
To apply for a Road Cut Permit with the City of Hendersonville, applicants must use the Hendersonville Citizen Self Service (CSS) Portal.

Applicants are required to:
- Create a CSS account
- Complete and submit the Road Cut Permit Application through the portal
- Upload all required documentation
Applicants are responsible for:
- Creating and maintaining their CSS account
- Monitoring the status of their application
- Responding to reviewer comments
- Downloading and printing issued permits
Applications will be reviewed by the Road Superintendent.
A permit will not be issued until the required surety has been received by the City.
Road Cut Restoration Requirements
Applicants must download the Road Cut Restoration Detail included with the application materials. The page outlining roadway restoration requirements must be printed and followed during construction. It is the permit holder’s responsibility to restore the roadway in accordance with City of Hendersonville specifications. Failure to properly restore the roadway may result in forfeiture of the surety.
Road Cut Permit Surety
A Road Cut Surety in the amount of $2,500 is required for each permit.
The surety must be submitted in the form of a certified cashier’s check payable to the City of Hendersonville.
The Road Cut Permit will not be issued until the cashier’s check has been received by the City.

Road Cut Surety Release Process
Once the project has been completed, the permit holder must log into the CSS Portal and schedule a final inspection through their permit.
Public Works will be notified once the inspection request has been submitted.
After the inspection:
- The Road Superintendent will inspect the roadway restoration.
- If the work is approved and signed off, the surety will be released.
- If the work does not meet City specifications, the permit holder will be notified of the required corrections.
After the surety is released, it may take up to two (2) weeks to receive your refund check by mail.
The surety will not be released until the roadway restoration has been inspected and approved.
